Washington Cap-and-invest

The Washington Cap-and-Invest program is the state’s market-based system to reduce greenhouse gas emissions. It sets a declining cap on total emissions and requires covered entities to acquire allowances, either through state auctions or secondary markets, to remain in compliance.
